What is an NLE?

National Leaders of Education (NLEs) are officially accredited and appointed as system leaders to both support and improve the quality of education and leadership in schools across the country.

Dave is a National Leader of Education. He is a member of the Executive Committees for the Yorkshire & Humber PRU & Special School Heads and is a tutor for The National College. Dave has a passion for vulnerable groups and those with special educational needs.

Samantha Bailey, Executive Principal, The Forest Academy, Oakwell Rise Primary Academy & Oakhill Primary Academy, Barnsley


Sam has led very significant change management programmes in order to secure success and has had a very significant impact in all of her schools. Sam is a National Leader of Education (NLE) and is Executive Principal of the three schools which make up the Barnsley Primary Partnership, namely The Forest Academy, Oakhill Primary Academy and Oakwell Rise Primary Academy.

Tracy Swinburne, Executive Headteacher at Jerry Clay Academy, Wakefield


Tracy is an accredited National Leader of Education and experienced Headteacher of a National Support School with 18 years of teaching & leadership roles in inner city/urban/ rural/ international schools. She has an extensive track record of supporting school improvement at local, national and international levels for schools and government officials. Leadership roles have included helping to move schools from special measures or requiring improvement to good or outstanding, analysis of standards and achievements in learning and teaching across the curriculum including in the EYFS, strategic development of senior and middle leaders and performance management. Tracy has a particular passion for developing the culture, climate and environment of a school and is particularly enthusiastic about getting this right in all schools.
